When we speak about "how to meet women" and "men and relationships", the first communication with a girl is an area I usually get questions about. In particular, what do you do if you make a great initial encounter with a person you are fascinated by only to realize that she is already relating to someone? Should you just start off each chat with "Are you in love with someone?"
In my opinion, I never ask a girl about her dating state. It indicates a lack of confidence to do so. However, I read signals and flirt somewhat to find how they act in response. Also just because a person is "seeing" someone doesn't imply they are in a serious relationship and aren't interested in meeting you.
Notice the signals that a girl shows you in a conversation. Is she really being respectful chatting to you or is she really interested? If she is in a relationship she will possibly interact with you but won't make an effort to create any subsequent involvement with you (see you a second time). She might be slightly standoffish and get even more so when you attempt to flirt.
If a woman is specifically fascinated by you she will flirt back and give you a few clues that she wishes to see you once again. She will proffer doing something or meeting or talking or getting together. She will make a point of how she really loved chatting to you, at which time, you could suggest that you should talk again or some more and ask for her mobile number.
If you are very observant you can find out very quickly if a woman is flirting with you or if she is just being polite. Now if she is interested in you, and you show confidence enough to not ask if she is seeing somebody else, you will generally score a few points with her.
