Currently, no state requires a license or any set training or certification, so literally anyone can call themselves a life coach and open up shop.
When choosing life coaches to help determine goals and create a strategy to overcome barriers and achieve them, look for some evidence of appropriate training and referrals as well. Certification from one of the main bodies is good, and you can use the BBB to check out individuals and coaching companies or courses.
